Abruzzo Regional Council

OBJECT OF SERVICE

ASACERT conducted the service of Estimation and Valuation for Insurance Purposes of works of art owned by the Abruzzo Regional Council. The Regional Council, which represents the legislative body of the Abruzzo region, has its headquarters in L’Aquila inside the historic Palazzo dell’Emiciclo, one of the capital city’s most important monumental complexes. The collection of works of art covered by the service does not stem from an organic collecting project but is the result of the composite historical stratification and heterogeneous artistic interest of successive superintendencies at the Abruzzo Regional Council over time and is for this reason rich in specimens of very different extraction and value.

SERVICE

ASACERT, on behalf of the Abruzzo Regional Council, in collaboration with Co. Art S.n.c – a consulting and art conservation company – carried out the service of Estimation and Valuation for insurance purposes of works and art objects owned by the Council. The Estimation service was conducted in order to determine the market value of the works, that is, the estimated amount at which the object can be sold or bought. The estimated works are located at the following locations:
  • Palace of the Hemicycle, L’Aquila
  • Seat of the council, Pescara
  • Representative Office of the President of the Junta, Rome
  • Pinacoteca Patiniana – Palazzo De Petra, Castel di Sangro.
The art expert came up with a specific evaluation on each of the items under appraisal taking into due consideration not only the monetary value of the asset, but also the artistic, historical and cultural aspects related to it. Of the 31 art objects estimated and authenticated through the joint experience of Co. Art and ASACERT, the following are noted as examples:
  • Francesco Paolo Michetti – Seated Giovinetta, oil on canvas, early 20th century
  • Michele Cascella – Ginestre nel senese, oil on canvas, 1970-80
  • Enzo Cucchi – Head #1, Maiella stone, c. 1980
  • Pietro Cascella – The sanctuary, stone, 1980s
  • Cristiano Tassinari – Head, mixed media on paper, 2011./li>
The quotations were evaluated on the basis of the work’s quality, size, dating, style used, state of preservation, opinion of critics and the public, as well as its presence in the catalog and the object’s index of interest in the art market.

RESULT

ASACERT successfully performed the Estimate for Insurance Purposes to determine the market value of artworks owned by the Abruzzo Regional Council. The processed estimate also has authentication value, which is useful in anticipation of a sale and necessary to avoid incurring offenses of forgery, alteration and unauthorized reproduction of the work.
